I LOVED this film. There are so many resources that he uses and I believe a lot of what he is talking about. The free-fall of the towers makes a lot of sense, also the fact that no other buildings have ever fell down from a fire. This is a very amazing film and I think a lot of people need to watch it. It reminds me of the infamous "Da Vinci Code" question, (Is there any truth to this?) You have to look at it as a matter of personal opinion. So my answer is Yes and No. I think the government was greatly hinted and did nothing to stop it, but I am not sure if the government was the exact cause.
I would recommend watching Martial Law 9/11 as well, A three part "movie" about our corrupt government.

All I know is that Nostradamus predicted an attack on the New
City. Many thought it would be a nuclear strike on New York City.
I believe he was talking about the World Trade Center attack.
It will prove to be an apocalyptic event. Because the U.S. will
no longer sit on it's butt, waiting for it's enemies to attack. But is
taking the fight to the enemy.

In a land of free speech conspiracy theories come a dime a dozen. This video is just another example of one. It was well made and well thought out, but its no different then the Kennedy Conspiracies or any other.
