Because some places use Daylight Savings Time and some do not. In America, we have some states that use it and some that do not. So California and Arizona are one time zone apart, but because we in California go on Daylight Savings Time and Arizona does not, part of the year (the spring through fall) the time is the same in the two states, and part (the winter) it is an hour apart.
