Waving his finger at congress and adamantly denying using steroids (when later proven he did) did him in.
Even his old teammates despise him: "I haven't talked to Raffy and I don't want to talk to Raffy," third baseman Melvin Mora said. "When you don't know what happened in your life, you cannot blame it on somebody else. You need to know how to take your own responsibility."
He was then shunned from baseball -- The Baltimore Orioles wanted nothing to do with him after he tested positive. I think he's too ashamed to play anymore... I don't think it's fair, because many players have used and they have continued to play.
He did not retire by choice; I think the combination of shame, and a team not wanting to deal with the media circus is why we no longer see Rafael.

He was forced into retirement because he was anti-steroids; then caught with them in his system,. Thus, no one wants to take a chance on him at his age. He f'ed up a great career.

unfortunately he has retired to baseball limbo... I hate that he got caught up in the steroid mess, I think he had a 99% legit career which he messed up by using in his last season... he had one of the sweetest, purest swings in baseball and you don't get that from steroids...
