Body hair bleach. Like the kind used for the face, only sold in a larger package. I've used it and it looks really natural. Itches like crazy for 8 minutes, but it works!
I've used the Sally Hanson creme bleach.

You can use a hair lightner/bleach made just for this purpose. You can buy this right by the hair removal items at the pharmacy.
