There are so many variables to this question....what are your skin tones? What's your build? Have you shaved your legs? I mean, it's hard to say....
But in general, if you are trying to pass in general public undetected, you need to play down your masculine traits and play up feminine ones. Skirts or dresses instead of pants, sandals or heels instead of flats, long hair or wig, nice nails (don't have to be long, just a light polish if they are short, but nice) and definitely close shave, and strong foundation makeup (you can go lighter on eyeshadow, etc. but the biggest masculine tell is the beard)..oh and Adams apple. If you have a strong one, maybe a scarf or a hairstyle that helps camouflage it.

And clothing styles that don't accentuate things like broad shoulders. No square cut necklines on the blouse. And don't be afraid to stuff enough to make a good proportion. A woman who is six foot tall and 190 pounds wouldn't normally have a size B breast...she'd have at least a C usually, so keep those things in mind too.
