-It's so old, the tank is probably rusted. Look inside the tank with a flash light. Any rust, install an inline fuel filter or try to repair it.
-Remove the fuel line from the petcock. Does fuel flow? If no, clean or change.
-Remove the carb and clean the float bowl, jets & passageways of the carb.
-With the float bowl off, connect a fuel sorce and raise the float by hand. The fuel should stop when the float is level with the base of the carb. If it doesn't, adjust the float height or replace the float needle.
- While the carb is off, remove the intake manifold and check the reed valves. Hold up to light, they should have a good seal. Remember which way they go (you can mix 'em up, upsidedown or backwards or forward or rightside up).
-Remove exhaust pipe and check that it isn't clogged. Blow into the rear. Should feel no resistance.
-While the pipe is off, look in the ex. port and look at the cylinder and piston. Any scratches or scoring, time for engine repair.
-Any discoloration below the rings, same thing.
