Honestly, get a girly magazine like seventeen. I get all of my subscriptions from EBAY, of all places because they are MUCH cheaper. I've literally ordered more than 10 different magazines from ebay. Look into it.
At any rate, seventeen is great with articles on hair and makeup and all that is girl!

Brown Eyes/Tan skin:
Eyeshadow- use purple tones, greens, pinks, and browns/muaves
Lips: light pinks with gloss
Blush: very light pink
Best cosmetic line is MAX and Revelon
Jewelry:
If you're short wear long necklaces and if you have tan skin white gold and normal gold will look great on you but also try and do sumthing funky. If you have a long neck I would suggest shorter necklaces and not so long/big earings. Bracelets and rings are always fun.
Clothes:
If you have tan skin the best colors for you are red, pink, green, dark blues, yellow, and reddish-orange(not too orange) if you're short wear things that'll give you length.
Hair:
get some highlights honey blonde or maybe a reddish-brown depends on how you wanna do it.

hair- it really depends on ur face cut etc.. best is go to a good salon and ask the hairdresser wht wud suit you asnd get tht done. aftr sum time consider colouring or streaks if u want but dont do everythng at once.
makeup- depends on hw old u are.. if u r 15 above apply kohl or blush and gloss wen u go out .. but let ur skin breathe dont have make up on always... though gloss u can put wenevr u go out.
nail polish makes a huge difference i think though many a times grls pay attention to their face but nt nails.. keep ur nails medium size.. not too long- they look scary... paint them may be aftr a manicure.. transparent or if it suits ur skin color experiment wid nail color.. i like to use silver, purple a lot of sparkles etc.. depending on ur age... but dont let them be dirty...
and wht more? just be urself dont copy anyone.. u look best when u r happy and self confident!

One tip i learnt is to focus on your eyes or lips as a main feature (not both!) and to keep it natural and light to start off with. Start with bronzer/blush which is slightly similar to your original skin colour. Put it just underneath your cheek bones and blend a little - this will create a chiselled look.
Eyes:
Use mascara to create a open eye effect and if you want to emphasize your eyes more, use an eyeliner too. (Black and lilac are pretty cool) Eyeshadow can be used in bold colours for spesh occasions, and less obvious ones for everyday use. If you focus on your lips, then use a very soft colour eyeliner just mascara and a non obvious eyeshadow.
Lips:
If you want to focus on your lips, then go for a bolder colour. If you want to focus on your eyes, then go simply for a lip gloss or vaseline.
These tips work for me everytime - Try them out! :P
