Well No One will Hire you, as in our India, If someone will hire such under age person then that would be beyond rules,
Even I was facing these kind of problems, in my early age, I was needed money many times, some ppl told me that they see a genius in me, and they were ready to invest money and time in me. Then I thought, I know who i am. I trusted me that time, and without anybody's help i started doing freelacing, I started with teaching pupil Internet at that same time even i was learning and investing in me.
One of my Employer had given me a very good advice, that i would like to share with, it is "Get Exploited". I took it very positively I was doing Programming for those projects also that gave me no money, But After all I was a chess player, So I kept to be Goal Oriented.
And See Tuff times are like those nights which look endless, but remeber every endless night has a dorning day, every darkest sky has a shining ray, and it will shine on you, So keep your eyes open for a good oportunity, If you don't get one then create one.

Babysitting is the best way,but depending where you live, you could do yard work for your neighbors,do some inside chores like taking out the trash,or carrying groceries in for people that live around you,Only with your parents okay ofcourse. Also dog walking,or doggie day-care. If you know how to iron clothes that would be a good one.Don't let anyone mess you around cash up front no checks unless your parents know them. ask mom and dad if you can do some extra chores around the house for an allowance. organize a garage sale (great way to clean out your stuff too!). hand out flyers door to door about your own babysitting business.

Take over some of your parent's chores... like laundry, vaccuuming, washing kitchen floor, yard work... they might pay ya something just to get them a few extra minutes of down-time each day.
If that doesn't work... try suckin up to some grandparents... haha just kidding :) it's worth a shot though!

Babysitting is the way to go I believe for that age. It helps if you have babysat for someone before, I.E. little brothers, sisters, cousins etc.

Baby sitting. Maybe do odd jobs, like grocery shopping for sick, handicapped or elderly people. Clean cars. Mow lawns.
