My car when i start it every ones in a wile it starts but it cuts off after it dropess pass 1000 RPMs can that be the trany or not.

It depends on which car you have. There are a few that have lock up problems in the transmission that will not disengage the lock up after it comes on. This will bog the engine down.

Does your car idle low in park? Does it stall and cut off while your in park?

If so then the transmission is not at fault.
I'd look to your idle air control motor first.
Easy way to tell if that's your problem, Tap on it lightly with a small hammer and if it stops cutting off, that's your problem.

no, throttle position sensor or the idle air control, of course this all depends on the vehicle which would help with a correct and useful answer

more than likely no...sounds like an idle positioning sensor
