The law states that persons over the age of 18 are allowed to enter into a binding contract with companies.
this does not go just for contract for mobile phones it also applies for credit cards and credit agreements.
if you are under the age of 18 the contract is nul and void for you are deemed a minor in the eyes of the law.

A credit card would help, a verifiable bank account. Probably no less than 16 to 18 years old.
