No matter what temp you set your thermostat the temp of the air coming out the vents will be the same. The thermostat tells your unit to come on if you set it to a lower temp than it is in your house. The air flow could be bad ductwork layout, closed vents, or closed dampers in your ductwork. Check your duct in your basement or in your attic and see if there are any handles to open or close your dampers also try to close the vents that have alot of air coming out of them and this might equalize the other vents causing more air flow to them

You could have a dirty air filter, or be low on Freon. In either case, this can make your coils ice over, further reducing air flow. Check your filter, and replace if dirty. If the filter isn't the problem, call a service man.
