I like Rimmel eyeshadows. It is a set of three that I use. You should use pastel colors such as light blue, pink, purple, etc. You can buy cheaper ones though. Those colors are pretty on blue eyes.
For you lips, a simple lipgloss with maybe a tint of pink in it would be pretty. I don't have any name brands though. Just look around. Some of the cheapest ones are the prettiest ones. I don't like ones with sparkles though.
You may want to consider a little blush, like pink or beige because that can make your eyes and cheekbones stand out.

For eyeshadow, you should try dusky plum, lavender, sandy-pink, hazelnut, deep rosy-pink, bronzy-gold, purply-cranberry, khaki green, and all browns and golds.
For eyeliner, try greyish-brown (sable), bronze, and violet.
For mascara, try a deep brown (Lancome Definicils)
For lips, try apricot, pinky-brown (Clinique "Tenderheart" Different Lipstick), sheer raspberry, coral pink, rose, and cinnamony-pink (Clinique "Pink Spice" Long Last Soft Shine Lipstick).
I'm sorry, I don't have many names, but Covergirl has a good selection of eyeliners and eyeshadows and they work well.:~)
