True love has no boundaries whatsoever. If you're referring to sex/lust then there are some boundaries, such as age. For example, it wouldn't be right to have sexual relationships with a child.
Age is somewhat questionable, too. Time itself was invented by man as a measurement tool. Not all things live by this, especially nature. In fact, humans are the only species on earth that even consider time.

Yes, it is proper, as long as both of you are above the age of consent in your area. Find out what that is.
There have been young women interested in older men for hundreds of years-and older men in younger women for ages. You might consider whether you are interested in this person just because he is younger, or dependent on you or that he is interested in you to support him or for the novelty.
Love is hard to hang on in the best of circumstances, and starting out wondering if he is really interested or just loves your checkbook, or will he start thinking of you as his boss.
Look at Demi Moore. Her young husband is young enough to be her son, and I think she looks desperate to show the world she is still hot. He looks like a lumpy bear cub.
Maybe they love each other. Who knows? Who cares? If they are happy, who am I to complain. If they aren't happy, they'll fix that, too. I just hope there is a pre-nup.
It is really a personal decision. Go for it.

Ask the other person whether he/she would not have the prick of conscience if he/she makes love with a person who is of his/her mother's/father's age,I f both of you feel alright[the conscience says alright] and is not illegal as per the law of your land then there is nothing wrong provided both have physical maturity

Probably not. Note however that what is "proper" and what is "wicked awesome, hey" are usually directly opposed.
