They're the same level of education. Universities are typically bigger and have many colleges within them. For example, I went to Michigan State University and was in the College of Arts and Letters.

Well, I go to the College of Allied Health Sciences at the University of Cincinnati.
I think Universities tend to be larger schools while colleges are smaller. My university has around 16 different colleges. Each college is more specialized and is composed of several related majors.
Some smaller schools, and schools that focus on a small number of majors may be called colleges.

A University is a very large institution comprised of smaller "colleges" within the overall structure of the University. Most universities are research institutions. Often a University will offer both master's and doctoral degrees.
A college tends to refer to something like a Liberal Arts College (LAC), which tends to focus more on the students and less on large-scale research. Most of the time, a college will only offer a master's degree (and that's not very common).
In general, the words are used interchangably in common, everyday speech.

A university is made up of different colleges, such as the College of Education or the College of Science. A college is smaller, and does not have the subdivisions because all classes are held at the same college.
