The film's called a Yankee in King Arthur's Court and the singer of your annoying dittie is Bing Crosby.
The original film is far better than the Whoppee Goldberg remake and if I recall correctly is the screen adaptation of the Mark Twain book of similar name.

"We’re busy doing nothing, working the whole day through, trying to find lots of things not to do., I'm busy going nowhere, isn't it such a crime, i'd like to be unhappy but, I really don't have the time."

Believe it was sung by Flanagan and Allen they also sung underneath the Arches they were also part of the crazy gang, I think Bing Crosby sung it too I know that's not answering your question but maybe it will help you in your quest.

My granny used to sing that, she might have known once, she's 96 now though and I don't think she'd remember the song anymore, shame cos that'll annoy me now too.
