How can I be sure people will find it? How do I report any income generated? I'm willing to spend a little bit of cash for a professional-looking site, and one that won't be ignored by search engines, but I'm not corporate or a techie.

Well it is not easy to start a business online but it is not hard too
you can publish your site in the forum and to your friends and it will be popular by that way
and ya if you want to get a good site you have to spend some money on it
and your site popularity depends on the site and what kind of business you are running out
recommendation:-
1-Don't search for free hosting use Domains because the free hosting is not that much good i mean your site will be www.something.somethingelse.com and that is not nice
and they don't give you enough space, databases or they dont support php then you can't use scripts !
2-Don't use free scripts!
3-make sure that your site will have a good looking (style)
4-If you wanna start for webhosting business then make sure you will give 24/7/365 support
even if its a shopping site!

The best option would be to have a professional build you one to your specifications. One I would reccomend is Wise Designs (www.wise-designs.net). They are experienced and rather inexpensive. Speak to Chris and he'll go over all the various options for a website including designing, hosting and search engine optimizations.

second you need a web hosting account to put your website there ( there are many free web hosting , just google/yahoo search for "free web hosting" but they put advertise on your pages --- so i think you might want to pay a fee to get a payd account , try to google/yahoo search for "payd hosting" ... a good start might be http://www.easystartweb.com )
3rd : you might want to register a domain for your site like www.YourBussinessName.com /.biz/ .org , .net etc.
if you want to register a domain a good start will be http://domainsite.com/ .
