I learned it by growing up in Japan, but the best way to learn Japanese would be to find a Japanese person or penpal and practice that way. Or try Kodansha's Furigana dictionary. It has all sorts of helpful things like how to count, various city names, etc. Just practice a little every day and make it fun. That's the key.

The web is better for learning how to read and write Japanese, and it also provides some good online dictionaries for reference. It's very difficult to learn how to speak from the web. I would recommend going to your local library and seeing if they have any tapes or audio CDs that you can borrow.

Even if you just want to speak, however, I think it's still useful to learn kana and basic grammar. You can learn some basics at http://www.freejapaneselessons.com/

http://ryouko.imsb.nrc.ca/~jbreen/wwwjdic.html is my favorite Japanese dictionary site.
