This is very common for all box turtles and also for aquatic turtles. A turtle with an upper respiratory infection will usually have bubbles coming from his/her nose, be listless, not eat, and make strange lung noises. While common, this is also VERY deadly. Treatment is 10 days of injections of Baytril liquid into the front legs. To do this, you must consult a vet to get the antibiotic and the proper dosage. Do not guess on the dose. To do an injection, you need two people. One person uses their left hand to hold the turtle and their right hand to put a think piece of cardboard between the turtle's head and leg being shot. They tilt the turtle so it is at a 45 degree angle with its head down. Usually, the turtle will then stick its head out. The other person grabs the leg in question when it comes out, forcibly as the turtle will pull back hard. The turtle will also bite, hence the cardboard shield. The needle is inserted between the little plates on the leg, pulled out slightly once in to be sure there is no blood, and then the proper dosage is injected into the leg.
AND
keep the turtle warm - 75 to 80 degrees will help
Make sure his water is spotless, change half of it daily

it does sound like he has a respiratory infection. these things do not usually get better on their own, so you need to take it to the vet ASAP, and the vet will probably suggest a course of antibiotics or vitamin shots.You will need to call ahead to make sure that the vet treats reptiles, as some do not. Painted turtles are not the most resilient turtles, so this is especially important. I hope the poor little turtle is okay!

A wheeze can indicate a respiratory infection, or just a minor 'sniffle'. If the turtle is still eating, defecating, and acting OK; there is no discharge in the eyes, nose or mouth; and hte noise stays very minor- don't worry much.
If things get worse, or just in case, establish a hospital tank. Hospital tanks are similar to the basic tank (and if you only have one turtle, can be the main tank!), but...
- boost temps about 5 degrees
- absolute cleanliness
- low stress- no noise, vibration, handling, being stared at
- top quality basic care and diet
Now... it is common for there to be a glitch in your basic care that allows the turtle to get sick, so reviewing the care is a good idea as well. Some basics include:
Tank size- the recommendation is at least 10 gallons of swimming space per inch of turtle.
Water quality: heated to about 85 degrees with cooler spots available. Cleaned through filtration, plants, scavengers, and/or a program of water changes.
Basking: At least one good basking site the turtle can access to get totally out of the water without injury (from sharp rocks, rough surfaces, etc.), and heated to at least 90 degrees.
Lighting: Simulate daylight in intensity, duration, and quality. Should include all natural colors and infrared and ultra-violet, especally UV-B. (Note- UV-B does not pass through glass)
Diet: The easiest healthy diet is based on high-quality pelleted foods. These can be supplemented in many ways, but provide a good base diet.

This sounds like he has a uri (upper ruspiratory infection) You need to take it to the vet. They will put it on meds. Make sure his tank is clean at all times and has enough heat and foood...ect
