Erm... a web designer? Potentially a developer as well and maybe a webmaster with marketing experience.
There are a lot of design/coding forums where you can post job offers, eg www.codingforums.com

I suggest trying out www.SnagBizCommerce.com. They specialize in ecommerce software but they may be able to help you.
