New York minute is a humorous reference to the fact that New Yorkers tend to walk and perform tasks faster than people from elsewhere.
I am a New Yorker, and here's how I derived an approximation of the New York minute: when I lived in Boston for a while, there was a long corridor at my college that native Bostonians estimated took 6 minutes to walk across. It took me and my New York friends roughly 3 minutes to do that. So, by that estimation, a New York minute is about 30 seconds long.
