Be careful, many states and local municipalities have laws/regulations/ordinances on how a place can advertise their wares. You may only be able to advertise the name of your business, and not any products you sell. On the other hand, your local regulations may allow you to advertise anything you want. I would advise checking with your state alcoholic beverage control commission to make sure you won't be breaking any rules. Many states impose large fines on companies that break their advertising rules. For example, I live in WV and you cannot advertise ANYTHING if you are a pub (which Im assuming you are talking about a bar with a liquor license). However, the advertising laws for a liquor store are different. Hope this helps.

at local festivities/celebrations (4th of july, new years etc) put up a banner/sign or even a stand. Hand out flyers with coupons door to door or slide them under the door. COUPONS WORK WONDERS!! everyone wants a discount..don't forget that! Also get an add in the paper about your weekly 'specials'....make the inside look nice! something that catches someone's eye will make them return!

Two ideas:
Sponsor a local softball team or bowling league by buying their tshirts and hats which will also come with your insignia on them.
Host competitions/contests; American Idol night-Karyoke contest, American Gladiator night- Arm Wrestling contests; and so on.
