It seems that the Internet service provider has decided to restrict images to low resolution, so as to reduce the load on the network. Look for an option in the browser to reload the image or override the cache. Firefox, for example, has an option to "Reload (override cache)" and that will certainly fix it.

In some cases, deleting the browser cache can fix the problem.

It may sound crazy, but I saw in Bruce Schneier's blog recently (Google him), where someone reckoned that their neighbour was using their wireless network. So the guy worked out some code that turned all the images upside down. Then he showed an alternative piece of code that did EXACTLY that; blurred all the images!
Just maybe you have upset your neighbour, or possibly someone has built the "blur" command into a virus and you somehow got that virus.
Do you have antivirus software?

If it's an old fashioned monitor, it could be the tube. It could also be the images failing to resolve fully.

Bad connection, bad graphics card, bad monitor. Any of those. Bad pictures also.
