its called remote access can be done via many programs, if u have xp u can use the remote assistance.
or there is other programs like pcanywhere, Winvnc, etc
u can get any of these programs with a quick google search.

for this you need to install any vpn client and need to configure it
there will be one vpn server and other as client and you have to configure ip adress in server
