1. It's to do with Ankle flex. Some women can point their toes better than others. If you can flex your ankle 90 degrees so that it is straight down, you'll be able to wear any heels you want, with practise.
2. It comes down to personality... Some women have no problems wearing higher heels because they don't care what others might say. These women get my respect.

I'm short, so I vary my heel height from 2 to 5 inches. The higher the better most of the time.

i wear 5 inch heels to go dancing. otherwise most of mine are 3 1/2 - 4. my older sister got her first pair of high heels (a measly 3 inches) and she kept falling over at work.. i think it has to do with balance.

It may have something to do with confindence in your own height. Some tall women are afraid of making themselves even taller and therefore won't wear them. However, some short women aren't happy with their lack of height and wear them to create the illusion that they are taller than they really are. Who knows?! I say, just wear whatever feels more comfortable and/or makes you feel better.

im sure it hurts some peoples feet! and generally the notion that comes w/ 5" heels is that the girls look a little slutty. but they can still be worn in good taste i think!

everyones feet are formed differently the arch in your foot will dictate how high you can go ( too high your foot hurts and twists in protest lol), its also a mater of balance with confidence if you don't think you can handle 5 inch then you'll fall in them practice does make perfect but it also makes a pile of broken shoes and trips to a&e

their weight and the height of their arch have a lot to do with how comfortable heels are.

1st question:
Because they want to.
2nd question:
Some women have gotten used to walking around in them and feel comfortable, steady and confident wearing them out -- others haven't and don't.
