I live in an area of the UK with more than its share of beggars, shoplifters, alcoholics and smackheads. They are seemingly attracted to this area from across the UK because it appears to be an easy touch and there seems to be homeless shelters everywhere (all of them full). While I would agree we all have a responsibility to help those who would help themselves and those who are unable to help themselves this should be a local responsibilty to local people. No local authority or local population should be expected to have a duty of care for those who dont care. If they belong to the area fine it is our responsibility to support them and get them into programmes, if necessary, if not we should provide them with a one way ticket home.
I appreciate there will be cases where this might not be feasible i.e. where there has been abuse or violence but all of society should be looking for an answer to this problem.

Hey , I wouldn't give a gutter snipe a fried sh@t sandwich and a glass of warm piss to wash it down.... we already ' care ' for them by our taxes. its so easy to give up and beg . I've more sympathy for single mum's that hold down a job and juggle the pennies, IF you can't , or don't want to survive in a mature society then crawl away to die and don't expect anyone to pick up your tab.

Send them home?some of these people dont have homes, thats why they are what they are,no doubt all for different reasons, some self inflicted, some through abuse, the need to run away, does it matter whether or not these "(street people)"are from your area or not?the problem is everywhere, every inner city suffers from this problem, its national!!,our "peacekeeping efforts" which have nothing to do with us anyway are draining the countries economy, there is no money to help these people, instead of asking, "what would you do with these street people" what are YOU doing? stop whinging and try and do something for them,do some voluntary work and see their side of life, yes, we know a lot of them are no users, but some of them have to beg to eat, steal to eat through circumstances you know nothing about, blame the goverment!! I cannot understand why we are helping so many other countries whilst we have people sleeping under bridges here, lets get our own country in order first and that means "the street people" the old people, and the sick people, why should our monies be spent on countries who dont want us there in the first place, the worlds gone mad Bob & I cant see an end in sight, can you?

the reason there are homeless shelters there is because there are homeless people and people who care enough to help them, you are not among these obviously and heaven help you if you become in need or in trouble and someone is pompous enough to assess whether you are part of the deserving or undeserving poor...how you expect to administtrate this 'utopian' dream of yours where you somehow 'send back' all those homeless people who you think don't belong in 'your' area, i don't know...but the imperfections of a society that cares but gets it wrong from time to time is infinately preferable to the self righteous precision which cleanses areas of those who don't make the grade

Seperate out the truly needy from those who just want a handout,
as you suggested. I think normal people find it embarassing to ask some stranger for a handout, but (street) people go so far beyond 'normal' they begin to think that's how life should work.

Put them in a place with a bed, meals and medical care, and then *make* them work 40 hours a week on civic projects.

We have a lot here in the US, I think they should implement work and military programs for them if they want to stay in shelters and help them get back on their feet.

I agree with you that all of society should be dealing with this problem and it should not fall on just one section. I would contact my local MP to see what can be done.

I would put them in the army, learn to look after themselves, 3 square meals a day, learn a trade, then ship them off overseas. job done.

Perhaps you could join them for awhile...this way you could gain further insights into their plight and perhaps figure out a better way to help them then asking YA!
