It depends on how much you're trying to buy. A lot of the places that sell in bulk are stuck to the membership mentality. You may be able to have someone straw man for you at Costco or Sam's; they use their membership and buy for you, though the stores probably would frown upon that.
Depending on how much you're getting, you may be able to go straight to a distributor or even the manufacturer. For instance, Frito Lay has a packaging center in the West Valley (PHX) I think, they might have some kind of bulk purchase program...

There's a Smart and Final store near Scottsdale Rd in Scottsdale I don't remember the exact road.
I was in Az 2 weeks ago and went there.
