Personally my answer is a text editor :D
I've used TextPad for year, can't stand 'wysiwyg' packages, they tend to churn out such sloppy code, though I'll grudgingly admit they have improved in the past decade.

There are a number of other packages (I won't number Frontpage amongst them) for the PC, Mac and Unix but from an industry point of view, which I assume is the point of your question, it has to be Dreamweaver and it's related Macromedia siblings - Flash etc.
Assuming you are at college I think you can still you can get a legitimate student edition version of Macromedia Studio for about £100 - about an eight of what I'd have to pay! You'd have to check mind, from recollection they have been right funny (read stingy) over licensing since merging with Adobe...

there is so many
eg flash/swish for graphical anaimation dreamweaver, phpnuke
i use a program called homesite which can do many different things such as html,dhtml, java, etc
there is a lots of other programs out there for people who dont know how to write html or code. such as ms office publisher
