If you have a fire alarm in your residence, that contacts the fire department if it goes off, and that alarm stops working.

If the people that are responisible for fixing it, delays fixing it, for 2 or 3 months and then finally fixes it. Can they get in trouble for that?

If so, can you tell what government agency there is, that I can report them to. Would it be the fire department?

In my city, you could make a report to the Fire Marshall. Here they would investigate and fine the people responsible because we have a code that requires such systems to be in working order, if it is in a rental.

Most, if not all, alarm companies that handle residential and commercial occupancies must have a license in order to operate (at least in the United States). These licenses can be at the state, county, or local level, or some some cases more than one of those or even all three!

For example, in the State of Ohio, the company I work for is first licensed by the State Fire Marshal and so are the individuals who do the work. We also have to apply for local licenses from various cities and counties. Most of the time, for the local license, we have to be registered and bonded with the city.

If someone wanted to complain about the poor quality of service, I would first start with the management of that company and if I received no absolution from them, I would be compelled to report them to the city and or state agency which grants them their license to operate. (Trust me, they must have a license if they are doing fire alarm systems.)

If you have a contract with the agency responsible for monitoring your home security/fire alarm system...then yes, it is THEIR responsibility to get the service technician to your home immediately! What if you had had an emergency situation during those 2-3 months!

The fire dept can do nothing...but you CAN contact to management of the security company, and also the BBB (Better Business Bureau) in your area

It sounds like you have a consumer issue, not a regulatory issue. You can send complaints to the Better Business Bureau and to the Consumer Protection agencies in your State of residence. Phone numbers for such services in your area will be in the front of the White Pages in your phone book under consumer complaints or similar headings. There is also nothing like writing the President of the company to obtain customer satisfaction.

No, because there is no requirement for a fire alarm to automatically contact the fire department. It's an optional safeguard.

The time to report them is before they repair it, not after. I would have probably turned them in to the housing authority. You could tell the local fire station and they might jack them up, if it's an apartment building. If it's in your contract that they make all repairs, then you can go to an attorney after a specified time and report this and he/she will see that the matter is taken care of.
