Why must write small area before big area in English address? how about in other languages?

In Taiwan, we always write country first then write our city, road, street and number in address. And I think it is convenient to read and send for mail carrier. does your country also write small area first? Pleas also tell me your nationality.

In Australia we have always written our Addresses thus:

Mr J S Smith
122 Citizen Rd
Bubble City
NSW 2000
Australia.
