Home is where the heart is.

“A house is no home unless it contains food and fire for the mind as well as the body.”

“A house is made of walls and beams; a home is built with love and dreams.”

Money will buy a bed but not sleep; books but not brains; food but not appetite; finery but not beauty; a house but not a home; medicine but not health; luxuries but not culture; amusements but not happiness; religion but not salvation; a passport to everywhere but heaven.”

That should help!

It means exactly what it says. A house is merely a building. A home is what is inside that house. A home implies care, love, family, comfort, all the conditions that make the heart happy. And you can't buy that from a building contractor.
In another play on words, a famous madam wrote a book entitled "A House is Not a Home" which was about life in a whorehouse. Some was funny, some was sad. But her point was that her 'house' wasn't a home to anyone.

"a house is not a home" means just that. a house is just a house, but a home is a place filled with love and friendship and togetherness. technically, a prison cell can be called a house, but it's DEFINITELY not a home:-)
