Depends really. The thing about erasing or formatting is that the info is still there, the pc just allows it to be overwritten. If you are familar with a disk defragmenter, it illustrates this point. Blocks of memory that are used are spread out as the hard drive clears and replaces items on it.
There are tools that can recover a format hard drive, providing nothing else has been done to the drive since the format. The CIA, FBI and other agnecies have been known to use them, whoch makes me think they aren't cheap. A PC installer or servicer may have access to one though.

I assume you mean that if you reformat your hard disk could files be recovered from it. The answer is yes.
Hard disk platters are magnetic and when something is written to them they cause a variation in the magnetic signal. As new information is written over it, there is still a memory effect from the previous data and this can be detected using some sophisticated equipment. Typically, the police, FBI and such organsisations would be able to recover the information. The only really safe way it to physically destory the hard disk platters.
Simply, deleting a file from a hard disk, does not actually delete the file but rather singals that the file should not be read and the space can be overwritten. In this situation a bit of software can be use to read old files the have not yet been overwritten. (the output is in machine code! so that will need to be translated).

You mean, can files be recovered after a format?
Yes they can, so long as it was just a format, no eraser utility was used, and the files haven't been overwritten by any new install. Go download PC Inspector File Recovery (in the source) and install it. Don't install anything else, and use the computer as little as possible to prevent the files you want to recover from being overwritten.
Once you have PC Inspector installed, run the program and see if it can find the files.
To really improve your chances, remove your hard drive and put it in another computer as a slave hard drive and run PC Inspector from the master drive, and copy the files to the master hard drive, not the slave drive. This will prevent you from overwriting the files you want to recover.

You can recover data from formatted hard drive
1. Do not save any new file to this hard disk.
2. You should see hard disk shown as a drive letter (like H:) in Windows Explorer now.
3. Download data recover software, recommended one is asoftech data recovery (simply because i was using it and it worked)

Yes but not by traditional mean the FBI could do it by reading the layers of written info with a very sensitive magnetic reader.so even a destroyed hard drives can be read. If you're trying to do it your self some software maybe if no changes have been made since the format.

Yes, even if you will use special secure mode for files deletion and low-level HDD formatting, there always be a chance to recover at least some part of erased data.

yes as long as you don't reformat it again , the easiest way to do it is download or buy a recovery program and install it on another PC , remove your hard-disc and install it in the other PC , then use program to look at hard-disc . programs can recover up to 2 or 3 formats ago , as long as the files haven't been rewritten over
