unless he is going to give you any money, you have no chance at all.
Even if he lived 2 miles away from you, unless he is prepared to give you anything, no CSA or courts will make him, he would just jack his job in.
Best thing is to try and talk to him, and hope for the best

You have my sympathy. It is tough bringing up four children and the least your ex could do would be to help with money.
I don't know anything about the law around this - and maybe this suggestion isn't helpful - but speaking as a half Irish person.....
you could try making him feel guilty....
Is he a Catholic? Most of us Catholics feel guilt about just about anything!!!!
Other than that, I guess that you have asked him straight? And said Please?
I'm wondering what would happen if you moved to Eire too? (I know it's a bit extreme and why should you change your life - but I just had a fantasy about you moving in next door!!
Your situation sounds very unfair. I hope that at least you have a good family and freinds who support you.

Texting is private and intimate. Texting is the perfect way to create a private and intimate world between you and the man or woman in your life. Learn here https://tr.im/j1LWg
For women in particular, texting can end up being a fun “game” where they can do or say anything (even things they would never do in the “real” world). Texting is non confrontational. Odds are your relationship ended on a heated note. I don’t know why you and your ex broke up, but there was probably at least one (if not a few dozen) big fights. Done properly (the way I’m going to teach you), texting is simple and subtle. You can slowly feed your ex tested and proven messages and ideas without the risk of either one of you flying off the handle, falling back into old and destructive patterns, and throwing plates at each other.

I don't know the law in England but can you talk to a lawyer and find out if you can still file for child support anyways and because he will be in default of doing that, (still I don't know the law in England but) may be you can also file something to preventing from leaving England when he comes to visit your kids until he pays all the child support he owes. I know in some countries you can do that.

Speaking from experience... I live in Spain and my now ex husband returned to England - the only way I was going to be able to get maintenance of any form was to do it through the courts. I only have had to bring up one child but I dread to think how difficult it is to bring up four. Perhaps you can arrange to have posters placed around where he lives, telling all, and shame him into maintaining his kids.

you cant.
the only thing you can do is stop him from seeing the kids.
my friends ex-husband moved in with his mistress and stopped working, as he earns no money he does not have to pay child support. She is now in financial difficulty.
this should be a lesson to woman, be sure of a man before you have kids and even then dont piss him off!

You might try a web search for "international child support recovery". Good luck and God bless.
