1. The government of that country is trying to control what people say on the Internet. IRC has long been known as an underground chat network so that country may be concered that people are using it for purposes they don't agree with. As well as being a chat protocol IRC can be used for sharing files although I doubt piracy is a big issue to the Malasian government.

Really it's an issue of free speech since IRC is mainly only used as a chat application.


2. If it's the hosts themselves banning the country then they may be doing it because some countries eg. Nigeria are known for online scams, spamming and hacking.

The best way to find out is to ask the IRC administrators why Malaysions are banned.

usually kids get on irc and cause trouble. rather than try to stop certain individuals they will ban everyone using the same isp
