Well, Go for something natura not caked on....
EYES: No eyeliner, Just mascara and blue, tan, nude, or brown eyeshadows are good for you.
LIPS: A pinky color would be best for your skin tone.
FACE AND CHEEKS: If you want to use foundation, MAYBELLINE's matte mouse foundation is great. Blot on with a wedge sponge. For cheeks, a coraly color would look nice.

Since you're a teenager and pimples are common with teenagers I would use something light, like a water based foundation not oil or a mineral foundation which is powdered. Like Bare Minerals. Almay is pretty decent for the skin. A tip is to make sure and wash your makeup brushes with a little shampoo and warm water every once in a while. Maybelline Full & Soft mascara is my all time favorite mascara. If you wear eyeliner the trick is to sort of dot it along the line of your lashes (on the bottom) instead of trying to draw a line. And try to stick to colors that are more natural to your skin. It's really hard to find the right color foundation, if you have the money you can do a custom blend at a makeup counter, otherwise the mineral foundations blend pretty well. Ultimately, makeup depends on your personality and how you want to express yourself so really there are no rules!

Wear light shadows, like maybe a shimmery cream color on your eyelids (Mary Kay). Use some dark brown mascara (not black, because it will look too harsh on your skin). Use a peach-pinkish color blush that matches your skin tone (easy to find at Target or WalMart) and a little coverup if you need it. Then, line lips and fill in with Coral or Dusty Pink Mary Kay Signature lip liner. Finish with Pink Pearl or Pink Diamonds or Watermelon (not as bright as it looks) over the liner. You'll have a natural, everyday look. For a dramatic look or you're going out for a night with some friends, use a dark crayon/stick eyeliner on top lashline and outer 2/3 of lower lashline. Smudge it a little on the outsides so it doesn't look too overdone. Do the same thing with the cream eyeshadow, just put more towards the browbone. Add a little sheer bronzer to your forehead and cheeks, and a little to your chin (no blush this time). Finish off with Mary Kay Signature Lip Liner in Plum and swipe Mary Kay Signiture Lip Gloss in Cranberry over it. You're BEEAUTIFUL!! Not that you already weren't:)

Well, unless you have blemishes/uneven skin tone, then just wearing a tinted moisturizer instead of a base should be fine. If you have oily skin, Maybelline's oil-free foundation and powder are teriffic, I use them and just love them. For on your eyes, use a little brown/peach colors, as these will make your blue eyes really stick out. Since your skin is fair, keep the colors light. Use brown mascara/eye liner, and use a light pink/peach blush (if you prefer to use it at all.) And for your lips a light pink/peach gloss would be perfect. Play around with different colors and remember -- less is more! Good luck :)

Face: All you need is probably a little concealer if you have pimples, but make sure to wash your face good and moisturize so your skin doesn't dry out! If you want, you can wear a peach colored cream blush on the apples of your cheeks to brighten up your face.
Eyes: Put a shimmery champagne colored eyeshadow all over your eyes. Then line them with a brown liner. Curl them and then apply a little black mascara.
Lips: Use a light pink or clear lipgloss that has a slight shimmer to it. After you put it on, take some white eyeshadow and put a tiny amount in the center of your top lip. Blend it in and it will make your lips look bigger!

I would definitely stay away from anything too dark. Never put too much of anything on since your eyes and skin are so light. I'd try maybe a pinkish blush on your cheeks, a light-green color on your lids, and a light mascara and, if you want, a light eye-liner. Pink lip-gloss would probably look good too.

Try light, natural or pastel shades. The Clinique brand or Estee Lauder brand might have the best colors to accent your features.

For foundation and concealer, you should try Bare Escentual Bare Minerals makeup it's really natural and covers everything. You can get it at Sephora or Ulta.
For eyeshadow, you should try colors in dusky plum, lavender, sandy-pink, hazelnut, deep rosy-pink, bronzy-gold, purply-cranberry, khaki green, and all browns and golds.
For eyeliner, try greyish-brown (sable), bronze, and violet.
For mascara, try a deep brown (Lancome Definicils)
For cheeks, try shades in peachy-pink, apricot, golden-rose, light cinnamon, and light raspberry.
For lips, try shades of apricot, pinky-brown (Clinique "Tenderheart" Different Lipstick), sheer raspberry, coral pink, rose, and cinnamony-pink (Clinique "Pink Spice" Long Last Soft Shine Lipstick).
Covergirl has a good selection of eyeliners and eyeshadows; go here http://www.covergirl.com/whatsright/colormatch/index.jhtml
and they'll help you find shades flattering to you. :~)

use covergirl,
don't wear too much or u will look twice ur age.
try to stick to naturall tones, like brown, light pinks
mixed with light browns. try not to use the powder
eye shadow, it dosen't last all day.
for your lips use light pink, clear lip gloss or pink.
if you decide to use lipstick, don't make it too light
or too dark, or you can keep it naturall.
good luck!!!
