Cuz paint can lie, why does it always look dry when its wet? You just have to make sure its still wet, and most times you end up right.

I don't know. I just did it though. the railing at the entrance to blockbuster (ya know that blue color) had a wet paint sign on it. and, yep, I stuck out my finger and touched it.

because it could have dried already -- who knows how long the paint has been there. but if the paint was applied just before you got there, then there's no need to double check.

The same reason people hear this plate is very hot they have to touch it.
