Because most of the time, what the camera sees is recorded on tape (or for newer stuff, hard drive), and then stored and saved somewhere.

Black and white takes up less space than colored video does, so they can store more information that way.

It's reached the point now where closed circuit cameras are more likely to be color than black and white. A camera with fairly decent color can be had for about $40.00 Of course the old systems are still out there and are still black and white.

most closed circuit cameras are used for purposes (like secuity) where color images do not add much value

in cases where color matters or cost is not an issue, you will see colored closed circuit systems

Because color costs more? Maybe. What does closed circuit mean. Maybe it has something to do with that.
