He might not be lying. I'm not sure how annulments work in the Phillipines, but I think there is a type of annulment that involves only the church. So, the marriage might be annuled as far as the church is concerned, but still legally married according to the paperwork.

That's not recognized in American legal systems where there is a legal annulment process granted under certain circumstances such as inability to consumate the marriage, blood relation between parties, etc.
