1.) Be interested in things they are interested in. (But still be yourself.)
2.) Be positive. Negativity is repulsive.
3.) Be confident and comfortable with yourself. A good way to do this is to focus on or let people know about something that really interests you or something you really like, making you look passionate, enthusiastic, and cool.

Go to www.myspace.com You can search for people in your area that have similar interests as yourself. Plus its free/ to chat/ msg/ talk/ post comments/ post pictures/ blog... EVERYTHING. Its great! I've met over 40 people this year alone... & you can search by schools so you can catch up with old friends or make new ones! Good luck!
