hi there i am pretty sure that it will heal and repair itself because i used to have goldfish and one of them had her tail bitten off because they were not fed in their previous home. After several months. she ended up having the longest tail out of the whole lot! Just keep feeding it and changing its water and all that good stuff because only healthy fish have enough nutrition to grow back a whole tail!
