i did this and it took me 197 licks it took my sister 205 and it took my friend 207

What kind of lick? Let's explore.
a salt lick - none. Zero. A salt lick has no business in the center of a Tootsie pop.
Then there's definition 4: a musical figure; specifically : an interpolated and usually improvised figure or flourish... like a guitar lick. So I guess ONE extended guitar lick would do the job.
Then there is a general flogging, as in Timex watches, "takes a licking, keeps on ticking". And I saw once that this "licking" involved being strapped to the blade of a motor boat, submersed in water, and turned on for about 1/2 an hour. If this is what you mean, then I bet the answer is ONE.
then there is definition 2: to strike repeatedly. How can you count that? is one strike a lick? if it is repeatedly, there must be more than one strike, but the multiple strikes in one lick. Therefore, the answer is again, ONE.
