"The Doctor determines that the Krillitane are using the pupils to solve the Skasas Paradigm; the Krillitane’s secreted oil boosts intelligence, and once ingested via the chips in the school’s meals, the aliens intend to use the intellectually-boosted children’s minds and souls to solve the universal theory equation that will allow them control over all time, space and matter."

Paradigm
pattern, esp. one underlying a theory or methodology

In other words, solving the Skasas Paradigm will enable the aliens to control all of the laws of nature.

It's analogous to 42 of the Hitch Hiker's Guide to the Galaxy, the secret of life, the universe and everything.

"stasis paradigm" — the implication being that anyone who had mastered the equation would be able to put the cosmos into stasis and change whatever they wanted to. A bit like the ability of the Key to Time to "stop everything".
If you mean Dr.Who it was a misspelling thats all.

It is the building blocks of the universe. Once you crack the Skasas Paradigm, you'll be able to change time, space, and whatever you want.
