All iPods that has USB connection can be connected to a PC that supports USB, this means, iPod 3G, iPod 4G (iPod Photo), iPod 5G (iPod Video), and iPod 6G, iPod Mini, iPod Nano (both 1G and 2G), and iPod Shuffle can be connected to any computer that have USB connection (of course with an appropriate USB data cable). iPod 1G and iPod 2G don't have USB connection option.

Check your computer for a USB ports (most if not all computers in the world now has a USB connection).

Note: Newer Printers, Mouse, Keyboards, etc uses USB Ports, if you don't find a USB port, you should check those devices.

Yes, you can. The IPOD will work perfectly well with the PC version of ITunes. The only thing you need is a USB port.
