Cut = a man who has been circumcised
UnCut = an uncircumcised man
This make no difference if the man is straight, gay or bi. We all are one or the other. In the world there are more uncut men than cut men. Only America seems to circumcise their babies. Most of the rest of the world is uncut. Why so many American men have a problem with uncut men is besides me. It's natural and a lot more fun. The extra forskin allows for smooth movement during penetration and more pleasure.

Cut has no foreskin (cut from him by mutilation at birth usually)
Uncut as God made you and wonderful to play with. Uncut is just the best but cut is till fun.

Many african tribes practice circumcision as part of a ritual of becoming a man. If you are uncut, you are considered a BOY, whatever your age. You have to go through circumcision school to become a man. (Typically the Xhosa)

Yeah, it refers to circumcision and whether the foreskin has been removed or left intact. While the penis looks roughly the same erect, there's a huge difference in aesthetics for many between a flaccid uncircumcised and circumcised penis.
Oddly, many men in personal ads (whether straight, gay, M2M, etc.) will lie about this (to better chances of a sexual encounter) in the hopes that, like I said already, the potential partner won't see any difference.
