www.php.net is definately the best source for a current up to date manual on the language. If you don't understand the inital examples, always read the user notes where they show further examples. Most topics have like 3-10 examples to look at for a given function.
The W3Schools site is also a very good site not only for PHP but other topics like ADO, ASP, and SQL especially. Very good site. I go there often.
As for books, I strongly recommend the book titled "PHP: Your Visual Blueprint for Creating Open Source, Server-Side Content" which is EXCELLENT and gets you started quick. I have included the link to where you can find it on Amazon.com but you can also find it on other book sites.

I am told, but haven't used this site, that http://www.w3schools.com/ has PHP tutorials. I am pretty sure they would be good, but can't guarentee.
