his eyes are poopin out but not falling out.

He might have pop-eye. Pop-eye is caused by a bacterial infection (usually because you didn't change his water often enough).

Immediately do a 100% water change, and continue to change the water every three days (sick bettas always need water that's as clean as possible). Buy some ampicillin from the petstore (about $10), and treat him with that until a week after it clears up (the extra week is to just to make sure he doesn't relapse).

Bettas often CAN and WILL make a full recovery from pop-eye. However, pop-eye can also be a symptom of a more serious internal disease (like tuberculosis.. yes, bettas can get this too), in which case you may be out of luck in trying to save him. More often than not, however, pop-eye is curable!!

you should have it looked at try takeing it to the pet shop and ask them i have 5 betta fish and there eyes don't buldge and not suppose to

Because he is on the verge of DEATH! I don't understand these kinds of questions. If something is visibly wrong with your pet, get off the FREAKING computer and get and expert opinion!!!
