So you are asking: do they glow in the light?

Since the properties that cause them to glow in the dark do not disappear when the lights are on, the item will still glow. BUT since the external ambient light source is stronger than the emissions from the item, they do not appear to glow.

They glow, but their light is block out by the brighter light...

Kind of like the sun blocking out all the other stars light during the day. They are still there, but you can't see them.

yes they do beacause the light covers up the glow. you cant really see it anymore because the light is almost the same color as the glow so it kinda covers it up.

Tecnically no but practically yes, they dont stop glowing, we just stop seeing the glow.
