Big thoughts come from little thoughts. Movements start with an appropriate nudge. On a certain Darwinian level, if you do what is right others will catch on or be destroyed.

I suspect, however, that the real catalyst for a society which values conservation properly is going to have to come from orbital colonies. They will not be able to afford to waste much of anything, nor will they be able to recklessly dispose of materials without having to fear it coming right back one orbit later.

But the world is full of surprises. We may end up with an apropriately-minded society in spite of the many obstacles to its formation here. You never know!
