Is the disk formatted ?

if you are running XP or Win2K try this ....

right click on the "My Computer" icon > select "Manage" > click on the + by "Storage" and them click on "Disk Management".

In there you should see the Disk Drives and CD Rom drives. The secondary disk will be there. You can right click on it and 'format" the drive. If the disk is not there, you may have a jumper issue. make sure the disk is set to the proper jumper like Master, Slave, or Cable Select. ...

Hope I helped ...

He is correct. There should be a small back plastic piece on the back of the drive pushed on some pins. You'll probably have to change the setting depending upon whether this is your primary (master) or second (slave) hard drive. There should be a sticker somewhere on the drive or above the pins showing you the correct settings.
