Soak your hand in warm water to loosen up the skin, this in itself may make the splinter come out on its own...
if not, once the skin is soaked take tweezers and remove any excess skin possible to expose the splinter the most it can be,
You will want to get a small needle, sterilize it with some Hydrogen-Peroxide, and gently pull at the splinter till it comes out, the deeper it is the longer it will take, just remember to have patience and be gentle.

You sterilize a pair of tweezers and a needle with some alcohol or peroxide. Clean the area on your hand. Lightly lift the outer skin with the needle. You shouldn't bleed but you should open it up. When you can see the splinter, use the tweezers and pull its out. If you cannot get it, make a bigger hole with the needle.

It should not be painful.

Take a piece of duct tape and press it over the splinter, then pull the tape off in the direction in which the splinter went in.... This works very well, gets all the splinter out and is less painful than poke and gouging on it. :)

Otherwise, try a thin film of Elmer's glue over the area where the splinter is, let it dry, and pull it off and the splinter should come out too.

Make sure you clean the area well afterwards and make sure it doesn't get infected. If you can't get it out, wait a day or two, your skin should push it out on it's own. If not, see a doctor.

Duct tape. Apply it to the area, then gently pull away. It should lift the splinter out. Try tweezers next if the spinter is in too deep and the tape won't lift it.
