I want to find the square feet of 216 feet by 9 inches. Do I divide 9 by 12 and then multiply the fraction decimal by the 216?

Convert both measurements to feet so that you have:

216 x 3/4 (since 9 inches is three quarters of a foot)

= 162 square feet

Yes.
You have to convert the feet to inches or convert the inches to feet.

so either multiply 216' x 12" ---- OR
you can divide too 9" / 12"

The way you do it means you have to work with fractions.
9/12=3/4
3/4*216=
3*216/4=
3*108/2=
3*54=162ft²

The other way to do it is multiplying.
216*12=2160+432=2592
2592*9=18000+4500+810+18=
22500+828=23328in²
now you have to divide again to convert back to square feet. This makes the method harder with the last division.
23328"/12"/12"=11664/6/12"=
5832/3/12"=1944/12"=972/6=
324/2=162ft²

As you can see your method is shorter!
Just remember if you want to end up with feet, start with feet. If you want to end up with inches, start with inches.
